Paint help?


Does anyone know stuff about paint? I’m looking for a paint that will:

-Fit in a water balloon

-Survive the Outdoors (including rain, snow, and sunlight over a long time)

-Work on a canvas of painted concrete

My idea is to make a directional splatter in several colors outside, a few feet across in length. Sort of like this (TW, image is of red paint so it might remind you of blood fyi)

I wanted flourescent colors but apparently they don’t have lightfastness, unless anti-UV Varnish is worth it? Glow-in-the-dark would be cool too but I’m not sure that would really work outside.
